　　On November 22, at the construction site of the Hanking Semiconductor Industry Base project on Development Road No. 26 in Shenyang Economic and Technological Development Zone, there was no sign of "winter slowdown"; instead, the busy construction activity dispelled the winter chill.

　　 Rush Construction: Working Until Before the Spring Festival
　　Entering Building No. 3, hydraulic lifts carried workers to the top of the building to install clean air ducts. "This building is our quartz factory, and the workshop has extremely strict requirements for particulate pollution. We need to build Class 100, Class 1000, and Class 10,000 clean rooms to meet the needs of high-precision production and processing." said Zhao Yang, Administrative Vice General Manager of Liaoning Hanking Semiconductor Materials Co., Ltd.
　　To date, the project has completed the topping-out construction of the R&D center, ceramic factory building, quartz factory building, and ancillary buildings, completing 60% of the entire project progress and entering the interior decoration phase. It is planned to complete the internal piping, electrical, and other electromechanical facilities during the winter.
　　"Look, the exterior walls of our entire project are covered with blue insulation film to allow for normal construction during the winter." Zhao Yang introduced, explaining that the plan is to continue working throughout the winter, with over 450 management and construction personnel working on the project, "until before the Spring Festival."

　　 Filling the Gap: Promoting the Development of the Domestic Semiconductor Industry
　　Seizing the day. "There is a large gap in the market for our products, and the downstream market's purchasing demand is very urgent. Earlier commissioning allows us to seize the market first and achieve profitability sooner." said Zhao Yang.
　　According to the introduction, Liaoning Hanking Semiconductor Materials Co., Ltd. is the first domestic manufacturer of silicon carbide consumables. Its independently developed silicon carbide products for semiconductor equipment have passed client testing and certification, achieving a technological breakthrough in domestic production and filling a domestic industry gap. The Hanking Semiconductor Industry Base, with an investment of 1 billion yuan, integrates R&D, production, and sales, mainly engaged in the processing and manufacturing of electronic specialty materials. Using silicon carbide micropowder and blanks as raw materials, it is precisely processed into finished products such as vertical boats and process tubes used in the semiconductor industry.
　　It is expected that after the project is completed and reaches its production capacity, it will achieve an annual output value of 1.2 billion yuan, annual tax revenue of 100 million yuan, and provide more than 1,000 direct jobs. Even more anticipated is that the project will break the industry's import monopoly, fill an important link in the domestic supply chain, solve the problem of domestic material procurement, and effectively promote the development of the domestic semiconductor industry.

　　It is precisely because of the project's importance that the Shenyang main venue for the Liaoning Province's 2024 First Quarter Key Project Commencement Ceremony in March was held here.
　　Before the project commenced, the Tiexi District brought together approval departments such as fire protection and environmental protection, eliminating the need for the enterprise to run around. By directly engaging in face-to-face meetings, the preliminary approval procedures were completed in the shortest possible time, allowing the enterprise to start construction quickly and promote project construction on schedule. During the project construction process, element guarantees were provided based on the enterprise's needs, from water supply, power supply, and heating to roads and landscaping, ensuring that the enterprise's construction progress would not be affected by environmental constraints.
　　"For enterprises to continue construction during the winter, the work cannot be done in the winter, but during the spring, summer, and autumn seasons, the construction schedule must be seized to ensure that the building is sealed in advance, allowing for normal internal construction." Wang Dali, director of the Economic Development Zone Project (Enterprise) Service Center, told reporters at the construction site.
　　With the joint efforts of the enterprise and the government, the construction progress of the Hanking Semiconductor Industry Base project is more than 50 days ahead of schedule. "According to the current progress, we will be able to install equipment two months earlier than planned, and we plan to put the project into operation on National Day next year." said Zhao Yang.
　　 Accelerated Pace: Winter Shutdown Transformed into Winter Rush
　　Just across the road from the Hanking Semiconductor Industry Base, the construction of the Heraeus Group Shin-Etsu Quartz Semiconductor Production Base project, with a total investment of 500 million yuan, is also in full swing and is expected to be officially put into operation in March next year. The simultaneous advancement of leading semiconductor projects is creating a cluster effect, attracting upstream and downstream enterprises in the integrated circuit industry chain to accelerate their landing and promoting Liaoning Province's development of an important material supply base for semiconductor equipment.
　　Fighting in the "winter busy season" and winning the "annual success." More than 100 "no-winter-shutdown" projects in the Economic Development Zone are being pushed forward at full speed, with scenes of winter shutdown transforming into winter rush everywhere. To sprint for the fourth quarter, the Tiexi District launched a "winter offensive," closely monitoring the construction schedule, establishing project accounts, strengthening element guarantees during winter construction, implementing one-on-one project manager services, and tracking construction progress in real time. The entire district has strengthened leadership guarantees, concierge services, and other mechanisms to ensure that enterprises that do not stop working in winter can receive quick responses to problems in a timely manner.
　　Currently, 148 "no-winter-shutdown" projects such as BMW's new power battery, Huaxiang auto parts, and Michelin's intelligent upgrade are being accelerated. These projects have a total investment of 65.3 billion yuan, and the winter construction period is expected to achieve fixed asset investment of 6.4 billion yuan.
