　　On the morning of March 18, this reporter visited the Hanjing Semiconductor Industry Base project site located in Shenyang Economic and Technological Development Zone. This year's provincial first-quarter key project concentrated start-up mobilization conference was held here. At the construction site on one side of the venue, more than a dozen large-scale machines were poised for action. Gao Jun, vice chairman and general manager of Liaoning Hanjing Semiconductor Materials Co., Ltd., introduced that the Hanjing Semiconductor Industry Base covers an area of 96,000 square meters, with a planned construction area of 120,000 square meters. The total investment in the project is 1 billion yuan, and it is expected to be put into production in October 2025. The project mainly produces materials for the integrated circuit industry. After completion, it will attract upstream and downstream enterprises in the integrated circuit industry chain to accelerate their gathering, helping the company further consolidate its leading position in the domestic semiconductor quartz finished product market, fill the gap in the domestic semiconductor ceramic material industry, and build the first domestic factory that can stably supply silicon carbide. It can promote Liaoning Province to become an important material supply base for semiconductor equipment, and will also provide more than 1,000 direct jobs in the future. "Previously, it took at least two to three years to purchase such semiconductor ceramic materials. After the completion of this industrial base project, the procurement time can be shortened to 12 to 14 months." said Gao Jun.
　　Zhang Shaohong, deputy director of the Economic Development Zone and Sino-German Industrial Park Management Committee, introduced that among the 130 key projects that commenced or resumed construction in Tiexi District, Shenyang, projects such as the Hanjing Semiconductor Industry Base, the BMW new power battery project, and the Tebian Electric high-end power equipment headquarter park, focusing on strategic emerging industries such as semiconductors and new energy, have completed 30% of the annual start-up and resumption plan. This year, Tiexi District, Shenyang plans to initiate 450 projects, sign contracts for 350 projects, land 240 projects, and ensure that 500 key projects commence or resume construction. The four key indicators of project planning, contract signing, project landing, and construction commencement all achieved a year-on-year growth of more than 30%.
　　Since 2023, the BMW new power battery project, with a total investment of 10.2 billion yuan, has completed the topping out of all its buildings in just six months; the first phase of the Brilliance BMW Rida factory project, with a total investment of 19.3 billion yuan, has achieved mass production, and the second phase is undergoing equipment installation and debugging; the first phase of the Northern Pharma Valley Desheng Biopharmaceutical Technology Industrial Park project, with a total investment of 7 billion yuan, has started trial production; and the Tebian Electric high-end power equipment headquarter park project, with a total investment of 2 billion yuan, officially started construction on March 8 this year, and its products will fill the gap in China's gas current transformer field.
